Chairman Marco called the meeting to order at 7:00. D. Roberts was seated for P. Nevers.
Old Business
The Commission welcomed Martha Fraenkel who is filling in for Susan Yorgensen while she is on medical leave.
PZC2012-38 To amend the Willington Zoning Regulations to delete Sections 11.20.04.06 and 4.19 regarding septic systems locations and to amend Sections 4.23 and 13.05.08 regarding activity in relation to proximity to rivers. Applicant: Willington Planning and Zoning Commission.
Chairman Marco explained that the application is to align Willington Zoning Regulations with the state and federal regulations and Inland Wetland Regulations. The Commission finds that these regulations changes would be in accordance with the “Comprehensive Plan” and in concert with the Town’s Plan of Conservation and Development as well as the Regional Land Use Plan. He referenced memos from the Windham Region Council of Governments dated September 5, 2012 and Capitol Region Council of Governments dated August 23, 2012 and revised September 13, 2012, which are available to the public on request.
T. Murphy motioned to delete Section 4.19 and to amend Section 4.23 as follows:
4.23 Riparian Corridors. The following watercourses and their tributaries (upstream to the point where their drainage area is less than 200 acres) are of special concern within the town: Fenton River, Roaring Brook and Willimantic River. For these watercourses and their tributaries, no buildings or associated parking areas, septic systems, or clearing of vegetation shall be proposed within 150 feet measured horizontally from the wetland boundaries adjacent to each side of the watercourse; provided, however, that septic systems required to serve an existing building or use may be located within such buffer, subject to approval in accordance with the Willington Inland Wetlands and Watercourses Regulations. Utilities, erosion and sediment control practices and storm water management
control practices may be installed within the 150’ buffer provided their impact is minimal.
E. Standish seconded the motion.
A discussion was held on the regulation alternatives presented to the Commission, specifically regarding the usage of the high water mark or the wetlands boundary.
T. Murphy motioned to delete section 11.20.04.06 and to amend section 13.05.08 as follows.
Wetland and Watercourse Protection. No sanitary disposal system shall be located within one hundred and fifty feet of major rivers and their tributaries (see Section 4.23).
E. Standish seconded the motion. The Commission voted on (all of) the above amendments. W. Parsell, T. Murphy, and D. Roberts voted in favor. A. Marco and E. Standish opposed. Three in favor, two opposed (note: motion did not carry).
PZC2012-39 Application for an Amendment to “Brimwood East Section 1” Subdivision Dated 6-23-73 and an Amendment of “Subdivision Plan for A.R. Godbout” Dated November 8, 1973, Revised July 18, 1975. Owner/Applicant: Ridgeview-Willington, LLC (Received September 18, 2012 Decision by November 20, 2012)
Maps were provided. A. Marco said the application is to adjust the lot lines to be conforming to the subdivision regulations. The Commission is voting on plans revised September 11, 2012. The Title Block reads as follows:

E. Standish motioned to approve the application on the condition the title block is to be drafted in accordance with the needs of the Land Use Department and the motion of approval be included on the final plan T. Murphy seconded the motion.
All in favor. Motion carried.
